Job Description

The Emergency Preparedness and Response Manager (EPRM) will be responsible for providing leadership for strategic decisions to strengthen preparedness and resilience to recurrent disasters at local and community level. The position will provide technical leadership in multi-sectoral analysis and response design, if disaster strikes during the life of this award. 

The key role of this position involves overseeing the technical direction and implementation of community-focused activities, including disaster planning, risk reduction, and early warning systems, in close collaboration with government counterparts and local organizations.

Location: Country Office Kathmandu, Nepal

Key Responsibilities:

  • Lead to shape the strategy for disaster risk reduction, early warning, and resilience, with a strong emphasis on community-level disaster planning.
  • Oversees planning, coordination, and implementation of emergency preparedness and response efforts, ensuring alignment with USAID objectives.
  • Leads the execution of technical strategies for disaster planning and response, ensuring adherence to project goals, USAID BHA standards, and HI’s program quality benchmarks.
  • Integrate cross-cutting approaches—including locally driven, shock-responsive, climate-adaptive, socially inclusive, disability, and gender-sensitive elements—into preparedness and response activities.
  • Identifies opportunities to incorporate technology, such as mobile applications for alerts and GIS mapping for vulnerability assessments and preparedness planning.
  • Fosters a culture of accountability, setting clear expectations and providing constructive feedback through regular meetings and performance reviews.
  • Provides advisory support to Nepal’s National Disaster Risk Reduction and Management Authority (NDRRMA), and relevant DRR authorities promoting partnerships and collaboration between government agencies, NGOs, civil society, and the private sector in disaster risk reduction and management.
  • Embeds safeguarding principles to protect vulnerable populations throughout program activities.
  • Facilitate capacity building for local humanitarian actors in Emergency Preparedness and Response Planning (EPRP), with a focus on transitioning responsibilities to local organizations for sustainable, community-driven disaster response.
  • Support for strategic guidance and leadership for multi-sectoral response strategies during disaster events.
  • Advocates within the humanitarian and disaster management sectors to strengthen collective action, enhance disaster response capacities, and ensure safeguarding is embedded into collaborative efforts.

Required Qualifications and experiences:

  • Master’s degree in disaster risk management, environmental sciences, or a related field. 
  • Minimum of 5 years’ experience in emergency preparedness and disaster response programs, ideally within Nepal.
  • In-depth knowledge of disaster risk reduction governance, particularly within Nepal’s national and provincial frameworks along with familiarity with global humanitarian architecture.
  • Proven experience in leading emergency response efforts and coordinating with various stakeholders, including government entities and donors.
  • Experience providing technical leadership and assistance in program areas such as disaster risk management, humanitarian response, resilience, or climate adaptation.
  • Demonstrated experience collaborating with local CSOs and working with government agencies or ministries.
  • Excellent verbal and written communication skills with fluency in English; proficiency in Nepali or other languages spoken in western Nepal is advantageous.
  • Willingness to travel extensively to disaster-prone areas across Nepal.
